City Council
The Lochlainn City Council will consist of nine members, each elected by the citizens to organise certain tasks that are necessary to keep a city running. Every position in the council will be elected every couple of months (maybe all 2 or 3 months or so).
The very first Council will not be elected but rather chosen by the initial mayor (as of now, the initial mayor will be Baldour). As soon as the build spot has been claimed, the city has been built and relative peace and order has been established, there will be the first elections where all the citizens of Lochlainn can chose their first official council.
The different positions are:
- Mayor - Head of Council
(must be of the Lord Prestige Class)
As the head of the council, the Mayor's duty is to lead Council meetings and to represent Lochlainn. He will also always be the first contact for other cities, guilds or larger mercenary troops (later, an assigned Ambassador will be that contact as soon as relationships have been established).
- Treasurer - Keeper of gold and resources
(preferred Prestige Class: Master or Crafter)
The Treasurer keeps account of the city treasury which contains tax money and a stock of resources. Those resources (gold nuggets, wood, iron ore and stone) are reserved for times where Lochlainn will be in need. He is also responsible of collecting taxes.
- Architect - City Planner
(preferred Prestige Class: Lord or Crafter-Architect)
Giving the right to citizens to build houses (homes, shops, workshops, taverns etc.) and to decide where those will be built is the job of the Architect. The entire layout of the city is under his control. In terms of Lochlainn's defense, the Architect will work closely together with the Captain of the Guard.
- Captain of the Guard - Defender of Lochlainn
(preferred Prestige Class: Commander)
To serve and protect Lochlainn! That's the Captains first duty. He organises and commands the city guard and makes sure that the cities defenses are always guaranteed. This also includes to build and maintain the (NPC) barracks, guard towers (together with the mayor who can build those towers) and fortifications (together with the Architect who can build walls, gates etc.). The Captain of the Guard also organises raids against NPC mobs and NPC towns that threaten to attack Lochlainn.
- Sellsword - Soldier representative
(must be of the Soldier Archetype)
Mercenaries will have to be kept under control, until the Council decides to unleash those dogs of war. The Sellsword is in charge of keeping all the soldiers at bay and giving them a voice in the Council. Whenever Lochlainn will have to call on other forces than the City Guard, the Sellsword will look to it that the right troops are found. He works closely with the Blackguard.
- Blackguard - Rogue representative
(must be of the Rogue Archetype)
Whatever is going on in Lochlainn Downtown, the Blackguard will know about it. He'll be in charge of building a net of informants that will let the Council know of all the not so legal activities in the city. The Blackguard is also the spokesman for the Rogue archetype. If the Council is in need of a Spy, he will be the one to find the right person for the job. The Sellsword and the Blackguard will have to work together closely, as different classes from both archetypes might be needed by the Council for certain tasks.
- Sorceror - Mage representative
(must be of the Mage Archetype)
Being a free city, Lochlainn will draw many magicians of the dark arts to its walls. The Sorceror will see to it that all the needs of those serving one force or another are satisfied, but not letting things get out of hand. The Council will not tolerate excessive use of magic that threatens the citizens of Lochlainn within the city. For that, the Sorceror and the Vicar will have to work closely together and report any magical incident immediately.
- Vicar - Priest representative
(must be of the Priest Archetype)
The Vicar is in charge of all things divine in Lochlainn. This includes keeping the ballance between the different gods that are worshipped in the city as well as being a spokesman for all issues of the Priest archetype. If there's a hidden cult raising in Lochlainn, the Vicar will be the one to let the Council know about it. For that, the Vicar and the Sorceror are both important links.
- Merchant - Crafter representative
(must be of the Crafter Prestige Class)
Crafters and Merchants are very welcome in Lochlainn. They make sure that all the goods needed by the city are available and that trade with other cities and organisations is maintained. The Merchant is in charge of letting the Council know if any resource is getting short or if the crafters of Lochlainn are in need of another city supported crafting hall. It's the Merchant's job to keep the city up to production schedule.
Each elected member of the Council choses a deputy for his position who has to meet the same requirements for the job (e.g. the deputy of the Mage representative must also be of the Mage Archetype). This deputy will have to attend to Council meetings if the elected counselor is absent.
The deputy of the Mayor will be elected by the whole Council instead of being chosen by the Mayor himself.
Additional (sometimes temporary) positions, that will be assigned by the City Council but will not be members of the Council are:
Ambassador (contact to guilds, there might also be one ambassador per major guild)
General (guild PvP commander)
Scout (additional insight on cities, regions etc.)
Recruiter (finding the most needed characters (classes) for Lochlainn and convincing them to become citizens)
Hunter (tracking down a certain animal, mob or enemy)
Miner (gathering needed resources)
